College of Pharmacy > New Building

The pharmacy program is one of the most competitive programs at URI. Each year, more than 1,000 highly qualified applicants pursue 90 available spots in the six-year Pharm.D. program. Construction of a new building for this prestigious program will commence in 2008.

The $75 million building will be primarily funded by a $65 million voter-approved state bond initiative. Private and industry gifts totaling $10 million are sought to enhance the building and support the leading-edge teaching, research, and service activities that will take place there.

The new 148,000-square-foot building will replace the college’s current home, Fogarty Hall, which was completed in 1964 when the pharmacy program had just 150 students.

With enrollment now in excess of 580 professional degree students, and plans to expand further, the college has far exceeded the capacity of its current building.

The new building will be located in the life and health sciences quadrangle in the North District of URI’s Kingston campus, along with the Center for Biotechnology and Life Sciences and new buildings for nursing and chemistry.

The College of Pharmacy’s new home will be a green building that meets LEED certification standards, resulting in lower energy costs and less environmental impact. Your investment in the new College of Pharmacy building will help educate a new generation of pharmacists and will make a difference to URI, and to the citizens of Rhode Island and beyond.

Pre-Funding Preparation

Architects Selected
The architects for the project were selected through a State of RI competitive process in 2003.

Program Established
In 2003 space needs were established through extensive consultation between the architects and the College. These spaced needs were used to create a program document.

Post-Funding Implementation

Program verification
The program document created in 2003 is reviewed, amended to reflect changes and needs and priorities and then confirmed.

Site selection
The site for the building is selected and a site survey is undertaken to establish that it is suitable and identify issues that will need to be addressed.

Schematic design
Based on the program document and information from the site selection a schematic design of the building is created. This design shows general massing of the building, the adjacencies of rooms/spaces and approximate layouts of each room/space.

Cost estimation
Based on the schematic design a cost is placed on the building. The program and the schematic design package will be reviewed based on this cost estimate and project scope adjustments made if needed.

Design development
This is the detailed design stage where the schematic design is converted into detailed designs. At this point numerous decisions are made related to materials, types of casework and built in furniture, security systems, mechanical systems etc.

Cost estimation
Based on the detailed design a cost is placed on the building. The program, the schematic design and detailed design will be reviewed based on this cost estimate and adjustments made if needed.

Construction documents
Documents are created that will be used during the construction stage. These documents convert the design documents into detailed plans that can be used by the numerous contractors involved in the construction stage. State reviews will occur with both the Building Commissioner and Fire Officials.

Approval & Permitting
Based on the construction documents approvals are sought from the appropriate state agencies.

Bidding
Comprehensive bid documents are made available so contractors can bid on various different parts of the construction. Once the documents are available contractors have a set period of time in which to submit their bids.

Contract / Awards
Various contractors will respond with bids on different parts of the construction. During this stage the bids are assessed, contractors are selected and contracts awarded.

Construction
The building is constructed by the selected contractors. The construction may be managed by a construction management company with supervision from the architects and the university.

Substantial Completion & Punch list
The building is completed to a point where lists of issues with the building is established and the contractors are requested to address these issues.

FF + E
Furniture, fittings and equipment are installed in the building.

Move in
The College undertakes the process of relocating from Fogarty to the new building. This will involve relocating equipment, documents, supplies and people. It will be an extensive process and will require considerable planning.

The Building
Project Status: Design development documents have been approved. The design is now in the construction documentation stage which is the final stage of the design process.
